Driving Core Banking Localisation in Namibia

Project Performed by our Senior Partner and Head of Project Management Office – Richard Breytenbach – (Part of his portfolio) This project ran at Standard Bank was centred on the localisation of our core banking system in Namibia. This multi-faceted program involved meticulous planning, complex system adjustments, and close coordination across numerous teams to ensure a seamless transition and enhanced service delivery for our Namibian customers.

Laying the Foundation: System Migration Planning and Implementation

A cornerstone of the Namibia localization project was the comprehensive planning, simulation, and ongoing delivery of the overall technical implementation plan for the full banking solution. This involved a detailed assessment of the existing systems, the identification of localization requirements specific to Namibia, and the development of a robust technical roadmap for the deployment of the adapted core banking platform. The in-progress nature of this element highlights the phased approach to this significant transformation.

Strategic Separation: Managing Data Decoupling for Namibia

To establish an independent operational environment in Namibia, a crucial aspect of the project involved the oversight management of the data (account and customer) close-down on the South Africa-based systems. This delicate process required meticulous coordination with the Data Migration team and a multitude of other partner systems, peripherals, and internal teams. Ensuring data integrity and a smooth transition during this decoupling phase was paramount to minimizing disruption and maintaining service continuity for Namibian customers.

Ensuring Business Continuity: Adapting CIB Business Online

Recognizing the immediate needs of our Corporate and Investment Banking (CIB) clients in Namibia, the project included the oversight management of tactical adjustments and rigorous testing of the existing Business Online (BOL) system. This ensured continued support for our CIB clients in Namibia until the new, fully localized BOL application is ready for deployment. This proactive approach involved coordinating technical workarounds to facilitate a ‘dual system’ support model, allowing the initial localization solution to function effectively alongside existing systems.

Bridging the Gap: The Dual System Technical Stream

To mitigate potential operational complexities during the initial phase of localization, the project team focused on a ‘Dual System Technical Stream.’ A key element of this stream was the coordination of technical work to implement a ‘single teller’ process. This innovative solution effectively addressed the ‘dual teller’ impact that could have arisen from operating parallel systems before full migration. Furthermore, this stream involved coordinating end-to-end payments and settlement testing across various architectural components and third-party interfaces, ensuring the reliability and accuracy of financial transactions within the localized environment.

The Standard Bank Africa Core Banking System Migration and Namibia Localization project demonstrates a strategic commitment to our African markets. The meticulous planning, complex technical adjustments, and extensive coordination managed by our senior project manager are instrumental in establishing a robust and locally relevant banking infrastructure in Namibia.
